DTRO initiated a formal censure of Dundee 1 Committeeperson Pam Carr Hagerman at our meeting January 14, 2026, representing the group’s condemnation of actions by Hagerman as an elected Republican Committeeperson and while acting as the Kane County GOP Secretary. Her actions run counter to DTRO's acceptable standards for individual behavior and ultimately show lack of character, integrity and support for the party's mission to grow and win elections.

The unanimous censure represents a formal statement of disapproval of Pam Carr Hagerman for the following:
 

• Hagerman Willfully Obstructed the Dundee Republicans Organization

Whistleblower Proof provided to the Executive Board and members showed that Hagerman was willfully and knowingly obstructing DTRO's fundraising of sign orders in recent months by refusing to transfer the organization website admin rights to our incumbent secretary. Her flippant claim was she could not transfer it simply because it was under her email. She refused for two years to transfer the full admin rights of DundeeRepublicans.com (which is paid for by a party donor and the domain is owned by a DTRO committeeman). She knew this and still refused to transfer the admin rights to the co-owner of the site, which is the DTRO current secretary.  However, after the DTRO Chairman provided the Kane GOP Chairman proof that Hagerman was refusing to transfer the DTRO website to the secretary, and was also deleting sign orders, it was only then that this confrontation prompted Hagerman to release the site to the DTRO secretary after two years. This demonstrated she knew how to transfer the site but was just stubbornly refusing to do it and that her email was never the issue in the way from doing the transfer. 

A whistleblower provided a text from Hagerman where she is admitting that she was still getting DTRO's emails and requests for signs and was deleting them:

• Hagerman's Dereliction of Duty as Precinct Committeeperson

Hagerman stopped attending all DTRO meetings and left DTRO in April 2024, per her own published declaration of this decision. And now she wants to be re-elected for another term? Why? Simply because she is only interested in retaining her position as Kane GOP Secretary, which is only possible if you are an elected committeeperson. Furthermore, DTRO also purchased business cards for Hagerman, and she refused to pick them up, representing another waste of organization resources.

​​​Hagerman knows when and where DTRO monthly meetings are planned because the organization posts this invite to everyone online and on social media. Yet she has refused to attend DTRO monthly meetings with fellow committeemen and the executive board. This has contributed to quorum problems in the past, as well communication issues, causing a breakdown in the strength of the organization.

It also is clear that there is a dereliction of duty as elected committeeperson by Hagerman. It is clear to our organization members that she has not made it a priority to get the vote out in Dundee 1 the last few years or engage in outreach with the voters in Dundee 1. This is seen in the data and consecutive election results for the precinct showing Democrats consistently have higher voter turnout, while Independents and Republicans are not engaged.

• Hagerman Caused Public Shame of Our Organization and Herself after Surrounding Cities were forced to Spend Tax Money to Prove that her Outright Lies and Allegations that West Dundee had E-Coli in the water was NOT TRUE. She spread these lies to get community attention during her second failed campaign attempt for Village of Trustee

Hagerman publicly misused her public platform as an elected committeeman, as Kane GOP Secretary, and while being a candidate for West Dundee trustee in the past, to make unsubstantiated allegations against the city of West Dundee with her unfounded claim that the village water had E.coli. As a result of her reckless allegations, the city of West Dundee, East Dundee, Gilberts, Sleepy Hollow and Carpentersville all had to incur costly expenses to prove through testing that her allegations were outright false. Instead of Hagerman conducting water tests herself on the water at her home, she chose to make destructive allegations against West Dundee for her own political expediency and attention. • Hagerman has REPEATEDLY LIED, SLANDERED and DEFAMED Several Members of the DTRO Organization and the Organization Itself

Hagerman as created a long record of unbecoming and unethical behavior towards fellow DTRO Republican committeemen and committeewomen in the past few years. Hagerman has been caught and called out several times for bullying and spreading slander and defamation of fellow committeepersons via social media and texts that spread throughout other county GOP organizations. Particularly, Hagerman publicly called the sitting DTRO chairman a highly offensive name and spread rumors and lies of the sitting Vice Chair. Rutland Township GOP members have alerted our organization that Hagerman was no longer allowed to come to their meetings because of her past behavior, which included disrupting that GOP's monthly meetings.

Specific to this, Hagerman unleashed outright lies, slander and defamation of a sitting executive board member and Treasurer of DTRO. According to a whistleblower with proof of text messages, Hagerman told other party members that she had obtained an order of protection against the DTRO Treasurer. Upon a thorough investigation with local authorities on the matter, it was proven Hagerman never filed a report for any order of protection against this board member, and her lie was simply created to defame and slander our board member. No apology was ever made.

The Kane County Executive Board also learned that Hagerman had urged people in the community to not join DTRO, including one first-hand witness who told our Executive Board member that Hagerman urged her to stay away and don't join the organization. This is one instance of Hagerman outright obstructing the ability of the organization to group in membership and is counter to being an elected committeeperson. ​​

• ​​​​​​​Hagerman Wasted Taxpayer Money for Her Frivolous Challenge of an Opponent's Nomination Papers to Run for Committeewoman in Dundee Precinct 1, Simply Because She Did Not Want to Have to Contend with a Primary Race

Hagerman was furious that another person filed to run for Precinct Committeewoman in Dundee 1. According to the Petition Challenge Hearing Recorded by DTRO and posted on YOUTUBE, Hagerman in fact called an appointed committeewoman Cindy Ignoffo on the phone Monday, October 27, 2025 and tried to get Ignoffo to withdraw her petitions to run as an elected committeewoman in her own home precinct for the people of Dundee precinct 1. This phone call was not only unbecoming of an incumbent committeeman, but it was unethical for Hagerman to try to coerce a fellow committeeman to get out of the race.  DTRO maintains that it's the voters who decide who will be the committeeperson in the precinct, not Hagerman, and DTRO will not support Hagerman's behavior.

The three-member Kane County Electoral Board overruled all the objections made by Pam Carr Hagerman against a precinct committeeperson’s petitions Friday, Nov. 21, effectively allowing Cindy Ignoffo to remain on the March 17, 2026, primary ballot.

• Hagerman Commissioned Highly Slanderous, Defamatory, Non-Compliant and Illegal Text Messages About Her Opponent to Try to Get Members of the Community to Believe Lies She Created About Her Opponent to Try to Win an Election

It was not only unethical for Hagerman to commission dishonest, highly slanderous and defamatory text messages on January 24 to destroy Cindy Ignoffo's reputation during an election cycle, it shows a level of desperation by Hagerman that is the result of her inability to run a clean race because of her own failed record and poor reputation in the community. She resorted to a vicious attack against a grandmother of 9 grandkids and active community volunteer who simply wanted to run for PC because she knows that voters will see through her gimmick and recognize she is just a dirty politician.

 

The DTRO Chairman filed a complaint with the Illinois Election Board, the Kane County Clerk's Office and with the FCC regarding the outright violations of the statutory provision 10ILCS 5/9-10 and 9-10.5. Hagerman's illegal texts did not include the proper disclaimer including the full legal name of the PAC, a "Paid for by..." Statement, the PAC's address or contact info (or a registered committee name as filed with the State Board of Elections. This applies to text messages, robocalls, digital ads, emails, mailers. Texts are not exempt and are included in the statutory provision. ​

• Hagerman Sought the Endorsement from Many Elected Officials and PCs throughout the County who Refused to Back her because of her Bad Reputation of Lying, Slandering, Defaming and Inability to work with Grassroots in the Party

It's Hagerman's way or the highway. She is very difficult to work with, according to many PCs and Township Chairs across the county who outright now refuse to work with her. That is why nobody has come out to endorse her race for re-election. Instead of attempting to fix her damaged reputation before the election cycle, Hagerman ended up getting into more fights with the few remaining PC chairs and PC allies she had. As of today, she is running for re-election without the support of anyone in the party in Kane County. This speaks volumes on how destructive she has been to herself and our party.

Furthermore, as a result of her own infantile behavior at KCRCC (Kane County Republican Central Committee) meetings, which includes refusing to take correct minutes of meetings as the Kane GOP Secretary, purposely leaving things off of meeting minutes, people working within the Central Committee have stated they no longer support her as Secretary and will not vote for her if she even tried to run again as Kane GOP Secretary in 2026.

Even the Kane County GOP Chairman Andro Lerario, who donated to Hagerman's opponent Cindy Ignoffo this cycle, put out an email to PCs last November, agreeing he sees the problems related to Hagerman's behavior toward fellow PCs who were complaining to him about her behavior.

• Hagerman Says She is a Walk Away Democrat, but Her Destructive Actions Against Fellow Republicans and the Party Prove she Never Walked Away.

Hagerman says she was a "walk away democrat." However, the way she has lied, slandered and defamed and attacked fellow Republicans in our Township, Kane County AND incumbent Republican elected officials, it is clear that Hagerman is not part of a winning elections team for the party with her democrat roots still in play. Since she has entered the scene on the Kane County GOP level, we have lost all races every election cycle to democrats. Her lack of political acumen and inability to get along with fellow Republicans may be contributing to our losses to the democrats she claims she walked away from.
